Descriptif
This course is devoted to the redistribution operated by the socio-fiscal system and the modalities of social protection. It provides training in statistical tools for studying redistribution and socio-fiscal reforms, particularly microsimulation. Mastery of microsimulation models has become an essential skill for data economists working in most public policy evaluation or decision support organizations (INSEE, Banque de France, Conseil d'analyse économique, DG Trésor, France Stratégie, Institut des politiques publiques, OFCE, etc.). The course will also focus on the complementarity of the microsimulation approach with other econometric evaluation methods (structural, reduced form, ex ante or ex post).
Evaluation methods: dissertation/submission or 2 referee reports.

Session 2: Socio-Fiscal Microsimulation - 2: Behavioural approach.
Session 3: Distributional accounting: objectives and concepts, history and applications.
Session 4: Social protection: functions and motives, coverage of unemployment, sickness and maternity risks.
Session 5: The risk of old age - 1: Theory and evaluation of pension reforms by microsimulation.
Session 6: The risk of old age - 2: What about sharing rights within the couple? An ex ante evaluation by microsimulation of possible reforms of survivors' pensions.
